What you will do:

The Portfolio Manager will actively manage and provide oversight of MDFB assets, working closely with private operators and vendors, to ensure successful financial and operational performance.  The Manager is also responsible for detailed analysis and evaluation of economic development projects seeking Board financial support.  This position will blend active external engagement and needs assessment with market research to recommend effective partnerships and program development opportunities. 

 

The position requires advanced knowledge of economic development tools and public financing mechanisms utilized for successful public-private partnerships.  Experience with commercial real estate, project management, and public procurement processes will further distinguish a successful team member.  This role is well suited for a professional who can work independently and apply sound judgment and technical research under the direction of the Executive Director.   

 

Primary duties include:

  • Actively manage the Board’s asset portfolio consisting primarily of three structured parking facilities in St. Louis.
  • Manage and monitor capital projects and third-party professional service contracts.
  • Serve as the lead contact for requests of Board involvement in public-private partnerships including feasibility assessments, financial analysis, and evaluation of anticipated project impacts.
  • Negotiate and structure projects to minimize risk and advance state and community economic development priorities.   
  • Lead the Board through the structuring of programming and support, together with state partners, to assist industrial site and infrastructure development.
  • Present customized reports, research, and project recommendations to the Board of Directors.   
  • Perform periodic reviews of portfolio assets and provide repositioning or restructuring recommendations.   
  • Occasional travel required throughout the state.

Successful candidates will demonstrate: 

  • Capacity to analyze complex financing strategies utilizing a variety of public and private sources of capital.
  • Understanding of real estate principles and construction delivery methods through hands on experience with complex project management.
  • Proven ability to develop and maintain relationships with state and local governments, political subdivisions, economic and community development partners, along with private sector development and finance professionals.
  • Ability to utilize independent judgement and conduct technical research with minimal supervision to further Board goals and initiatives.
  • Experience with various structures of boards or commissions, non-profit organizations, as well as municipal governments to best understand their priorities and capabilities.   

 

Minimum Experience and Training Qualifications:

Bachelor’s degree in finance, business administration, or other closely related field.  A Master’s degree or industry-recognized certification preferred. Ten or more years of experience in economic development within the public and/or private sector with specific exposure to real estate development and project management.  Previous work with economic modeling, feasibility analysis, or public debt issuances is a plus.  Experience should reflect progressively responsible positions as well as leading project teams from proposal through successful project implementation.
